You can find these flowers all over this region, though there’s a higher concentration of them to the north, in the vicinity of the Crater as well as the Toxic Dried Lakebed and Grafton. Toxic Soot Flowers appear as white flowers sprouting out of seemingly-dead bushes, making them somewhat hard to spot considering the Toxic Valley region’s appearance, but once you figure out where Toxic Soot Flowers spawn in Fallout 76, finding them should eventually feel like second nature.
