In Anno 117: Pax Romana, players’ empire will start relatively small, which is why they must build more houses, attract residents, and meet their needs. Their city will grow and its status will increase. At some point, players will come to the conclusion that they don’t have access to all of the resources that they need on their main island, forcing them to trade or settle elsewhere.
