The Arc Raiders‘Paving The Way’ quest was added to the game as part of the recent Cold Snap update, but you need to have completed most of the existing quests before you’ll get access to it. I know that because despite having 70+ hours in Arc Raiders, I put off doing some of the more complex quests in favor of hunting Arc machines and other players alike, so it took me a couple of days grinding quests to unlock ‘Paving The Way’.
