Ascend the ladder into the attic of the barn in Talju, to find it there.

Search under the staircase just left of the entrance into the Lethe Ministry of Cultural Primacy.

Use Keys – Jova Office found on a drunken soldier in Jova, Acasa Marshes to unlock the door to the Captain’s Office in the same location.

Use Keys – Algae found in the reservoir at Lake Cynon to unlock a chest in Samo’s General Store.
Cap – Veteran
I’ve seen it all before. Same shit, different day.
