Then, there are the factory raids and ship raids, which you will find as you explore. In-game text will let you know a raid is about to start, and of the people that take part, the person who does the most damage earns a Devil Fruit.
You also have a slim chance of coming across Devil Fruits in the overworld under trees. Plus, you can interact with Blox Fruit Gachas for a chance to win Devil Fruits and other prizes.
